I've seen this on several home made "vehicles" now. It appears to be some kind of pulsejet but there are no moving parts as far as I know.
 
Apparently some have valves, some don't. For instance the pulsejet on the V-1 was valved.

With its bent intake it reminds me very much on the
SNECMA Escopette, a valveless pulsejet tested in 1950
with a modified Arsenal SA.103 glider.

Can you imagine driving that thing to work? It'd definitely give the homies with their idiotic subwoofers a run for their money. On the other hand it'd probably have them swapping out the coffe cans on their exhaust pipes for pulsejets. :p
