According to those at sci.space.history it was a Delta II.
 
I agree with the Delta II assessment. I used to watch these often and fly helicopter air support for these from Vandenberg AFB in the late 1990s. The small puff of the air lit solid boosters suddenly appearing 1 minute into flight as the ground lit solids taper off is distinctive in a Delta II launch., as is the acceleration off the pad. The poor videography makes it hard to see, but a Delta II is what we're watching here.
