US-french VTOL co-operation ?

Found in an Icaré issue from 1968, a VTOL design with a tip-driven, stowable
rotor, described as a development by Société des giravions Dorand. But on the
fin quite clearly "NASA" is readable, so maybe it was developed in a US-french
colaboration ?

in end of 1960s was a Franco-American information exchange
(see the Dassault Mirage IIIV VTOL disaster, wreck by USAF Pilot Major P E Neale)

is very likely Société des giravions Dorand and NASA work under that information exchange...
