In 1937, the Argentine government ordered 20 Focke Wulf FWJ primary trainers from the builder, 10 intended for the government sponsored civilian air clubs, and 10 for the Cuerpo de Aviación del Ejército (CAE), the Argentine Army Air Corps and acquired a license to build that aircraft at the FMA..Initial plans called for the production of 500 of these trainers, and inquiries from neighboring countries were soon received. The outbreak of WW prevented fulfillment of these plans, and only 197 were completed at the FMA Since engine components from Germany could no longer be imported alternative powerplants were considered. One of these, fitted with a 140 hp DeHavilland Gipsy Major engine rated at 140 hp was completed and exibited at the Aeronautical Salon held in October-November 1940 at Buenos Aires. A number of the FMA built Stieglitz employed Warner Super Scarab 145hp radial engines. The FMA also produced the I.Aé 23, dubbed "Focke Wulff de Madera", or wooden Focke Wulf in 1945.
