It's not signed, and looks like it is probably the product of more than two people. It's 70+ pages including some CONOPS ideas, selected structural diagrams, stability curves and ship motion sea state polars, etc. It's clearly a fairly well worked out design at this stage, not just a sketch.
Looking again, it's pretty close to the first Shipbucket drawing here. The main difference is a detail about a proposed quiet/low-speed drive system (basically a big outboard) and some details about the Sea Sparrow launchers (which are not really shown in the overhead drawing -- there's a set somewhere along the starboard deck edge as well as to port.) The CIWS guns are specifically EX-83 (not yet Goalkeeper).
