What I find interesting is that the Soviet naval establishment was reportedly initially resistent to such weapons for fear of causing collateral damage (and Soviet's don't kill civilians)... so that it was only after the U.S. deployed its strategic submarines that they accepted their role as a necessary deterent...

I saw TV documentary about Soviet submarine bunker

Area 825 (built between 1957 and 1961) -

Ten kilometers east of Sevastopol on the Black Sea Coast, the town of Balaklava was closed to the rest of the USSR, and even family members needed special clearance to visit there. After collapse of the Soviet Union the base stayed operational only until 1993, when all nuclear warheads were removed - and in 1996 the last submarine left the base. Today the place is open to visitors, but the bulk of it is hidden and probably holds more secrets than Russian officials care to reveal.

so in 1961 this was operational and after the TV doku, the US had no idea what going on in Balaklava.
the site repare Submarines and arm them with nuclear torpedo's.
mainly hunter-subs against United States Sixth Fleet in the Mediterranean Sea
the Bunker was save against nuclear hits and had supply of 30 day in case of nuclear war

so the TV doku, the hunter Sub crew had order for retaliation strike in case of nuclear war
means to attack Nato member - important port cities, with nuclear torpedo's

this here make the T-15 a meaningful concept for retaliation strike !

The sort of projects you could develop back when the atom was our friend, and "radiation" was a word you could use in polite company.

This is not an entirely new idea for the Russians. Back when the Soviets developed the ridiculously overpowered RDS 220 (Tsar Bomba), they had no real means of delivering it beyond Europe/Asia (and no means of delivery at full yield that was not a suicide mission) In fact, they initially developed the P-15 torpedo as a delivery mechanism to be fitted to the project 627 boats, which was to shoot the weapons into US harbors where they would provide an unsolicited free dredging service...and mayhem.



The Russians have, I believe, weapons in the vicinity of 20 megatons or so lying around that were pulled off of their R-36s in the last few years so they might be able to use an off the shelf physics package.
