These seekers were all products of NII-648 (now NII "Kulon") where a team headed by N.A. Viktorov developed most of the radar seekers created before the mid-sixties.

From the mid 1960s, responsibility for missile seekers was allocated to the radar developers instead. The seeker teams from Phazotron NIIR and NIIP (R-23/24/27 and R-33 seekers respectively) were later merged and spun off into NPO Agat in 1986.
