This is John 'Bluto' Blutarsky, history teacher to whoever's responsible for the cover of Michael J Clark's book.
In the documentary National Lampoon's Animal House, in a rousing speech, Bluto, later Senator John Blutarsky, utters this famous line:
"Was it over when the Germans bombed Pearl Harbor?!"
I am glad to note at least one person was paying attention.
 
This cartoon refers to the upcoming FAA regulation of all radio controlled flying vehicles weighing more than 9oz flying outside of a FRIA (FAA-Recognized Identification Area, typically an FAA approved model flying field.) They will have to be carrying an FAA registered transponder like device that broadcasts the pilot's FAA issued ID, flightpath, and altitude. All RC vehicles currently being flown in the US must have the Pilot's FAA ID marked on them.
