here is a future flying boat,developed from a high speed boat,an old idea.

Not a flying boat, but an ekranoplan or ground effect vehicle.

... and actually built, at least in the form of a smaller "proof-of-concept-demonstrator",
that's why I moved it here.
Would agree with Arjen, that it's a ground effect vehicle, but with the prop still waterbound,
so to my opinion, making the whole thing more boat-like, than most other WIGs.
