It is no joke. I have heard some crazy stories of scientists getting in serious trouble for discussing topics with foreign colleagues. Sounds similar to other couple of cases. Honestly do not know enough to make a judgement as the articles seemed to have usual biases but it does indeed seem that the Russian government is being particularly harsh on these guys.
