How did the Boeing JSF design (X-32) get assigned the same X-plane number as the Lockheed JAST/ASTOVL design? Or was the Lockheed "X-32" a company designation?

Just a guess, but I would think that the original ASTOVL/JAST program was only expected to fly one prototype, to be designated X-32. When that later changed to a fly-off of two airplanes, they probably used the next available X- designation (X-35).
