Not really. What the article caption actually says is:

Left above: Lear SAAC 23 type with CJ601s.

The key word is "type". So, once gain, this is entirely notional GE artwork for CJ601-1s or '-2Bs installation on an existing airframe. And, of course, the Learjet 23 did emerge with CJ601s but it didn't look much like this illustration. Neither did the SAAC-23 which, at one stage, differed from the Learjet 23 mainly in sporting a cruciform tail (rather than a 'T').
