Nope, plasma is not involved, only different dielectric materials. Yet, it looks like this approach could be directly applied as coating to existing aircraft. I wonder how sensistive it is to changing frequency of incoming microwaves? On the downside, I am guessing that this coating will be even more difficult to maintain than current RAM coatings that gave so much trouble to F-22 and JSF.
