Yeah, they use to use those back in the day to chuck pumpkins but then technology got involved. (Not to mention a lot of people with WAY too much time and money on their hands. )

I think you might be getting a couple things mixed up. I just happen to have the SP-413 pdf right here. . . The previous page shows the mass-driver (linear accelerator- maglev) used to launch the material from the moon. The rotating flipper thing in this pic. appears to be being used for station keeping.
