Forum members might like the following. The NATO Afloat Command Platform (NACP) was a study in 2001-2 to replace USS La Salle, with a NATO ship. At the same time the US was looking at replacing Mount Witney, with a larger JCC(X).
We looked at a range of HQ sizes, and options for a new build ship, a converted CVS, or a ship taken up from trade (STUFT), typically one of the larger ferries.
Indicative design GA and particulars attached. The outline design allowed us to use weight groups to cost the design fully. The result was a small LPD type ship, carrying a HQ with 400 embarked staff, and self defence with 2 Phalanx and a full soft kill suite. The new design was better long term value than the other options, and although we looked at containerised HQ, the STUFT didn't have adequate damage control or NBC resistance.
