Does anybody know the webmaster? (I seem to recall him making an appearance here at some point.) Did he lose interest in his site / get too busy? There seem to be a lot of "to do" links and the rest of the site is fantastic. Just wondering if he were going to keep expanding it or not.

You have a point, but it is incomplete. It has degraded with time. The Internet Archive has a snapshot of the website as it stood in 2009, full and entire (since last update was in november 2005 and it hasn't degraded by 2009).
 
I spent countless hours on this website in 2002-2003, when I had free Internet access at my University. It filled a lot of blanks I had, regarding 1950's projects in particular. I remember being fascinated by the sheer number of US cruise missiles of every kind and shapes and engines, and more generally by all the different nuclear delivery systems that ended steamrolled by the early ICBMs first, then the Minuteman and Polaris.
