The editor offers the pdf of this paper paying 45 bucks... I think it is insane for a 12 page paper.

I’m afraid there’s no free PDF available online for L. Crocco’s 1950 paper. Your best legal options are to access it through a university or public library, request it via interlibrary loan, or purchase it from the publisher.
