Is that a rhetorical question? The reason I ask is AFAIK it's the only one where they can keep the model underground until prying eyes aren't overhead. Also, IIRC the model Scaled made was 1/2 scale which would probably just fit. On the other hand with there being several other RCS ranges in the US (though none that seem to be as elaborate as the Helendale facility) I'd be astonished if there haven't been shapes tested that never made it to Helendale and at least the YF-23 model is in New Mexico. Maybe they just mean that every one that's flown has been on the pole there? ???
