As much surprising as secret (to the public) as NASA's satellite tracking of animal (lions, rats) paths trough footprints in the sand or their (pee) chemical signature on their paws. And that was like 20 years ago. In fact this has been used in the war on terror.
Heartbeat detection would require SAR like radar to measure the elevation of the chest. No different from NASA's maping and real time measurement of ocean waves as far as 30-40 years ago. Today we got sufficient resolution to measure the wakes of submarines deep down within the oceans at least 2-3 years ago. And this is supposed to be our's and China's next generation way of detecting subs.
 
Not a secret technology but more of an undisclosed capability.

Undisclosed alien space-bat physics, more like.

Existing magnetometers can detect heartbeats at a distance of a few centimetres. This device claims to do it at several hundred kilometres.

I suspect at some point of this story 'heartbeat' has been taken literally by a journalist, rather than indicating general human signatures, and the Agency pivoted on it as a good cover story.

If you've got enough SAR resolution to measure chest movement, you're already pointing at your guy. ...

Well, they do not want to really share that there are 3 or 4 systems now that can seek out and identify humans (hidden or otherwise hard to detect) with airborne lasers that scan and detect the gases from human breath.

From 60K in the air.

A triple-wavelength Integrated Path Differential Absorption (IPDA) LIDAR seeking out a CO2 plume would be a hella thing to advance to testing.

Laser spectroscopy is cool in the lab, but requires a sensor *behind* the sample gas. It doesn't work with reflection, certainly not over the course of a 24 miles round trip through thick atmosphere.

Anyway even if it could, and if you had clear enough air that a laser won't attenuate or bloom and reflects perfectly off some magical surface and straight back into a moving receiver with enough coherence to be analysed, and was able to ignore al the intervening atmospheric gases, then it's still probably easier to use a thermal imager...

After all, how are you going to work out where to point your magical gas detector?
