I don't know if that was a real project or not ?.
(ARGOSY magazine article with diagram of hypothetical Soviet nuclear-ramjet-powered disc guided missile, said to have been based on interviews with industry experts).

I think that it is the hoax. And as the many hoaxes before, it seems that it is again based on the rumours, that Soviets after ww2 developed flying saucer shaped aircraft, capable to takeoff from the submarine and able to make surprise attack to U.S. And these rumours were based on another hoax - Nazi flying saucers. Good part of it is that it is the missile, not a manned saucer - something like the General Dynamics Pye Wacket, however in my opinion probability that it is someting seriously proposed and real is very low.
