Opening a diplomatic bag is a clear violation of Article 24 of the 1961 Vienna Convention on Diplomatic Relations.

With violations of international law becoming almost commonplace these days, I cannot say I am surprised by this event. I am, however, extremely worried, international treaties apparently no longer worth the paper they are written on.
This seems to need repeating:
