Floating Underwater Helicopter

Weirdly enough, something along these lines was perfectly seriously considered by the US Naval Civil Engineering Laboratory in 1969.
What were the proposed advantages over controlled bouyancy and vectorable thrusters?

Much greater lateral thrust capability was seen as the advantage compared to a buoyant lift concept, allowing for positioning of loads. Disadvantages were size, weight, and dependence on surface power. Both were considered feasible, but either would be expensive and risky.

Choice of a preferred concept would require full definition of the mission. As it turned out, at least in the white world, there was no mission.
