Floating Underwater Helicopter

What were the proposed advantages over controlled bouyancy and vectorable thrusters?
Much greater lateral thrust capability was seen as the advantage compared to a buoyant lift concept, allowing for positioning of loads. Disadvantages were size, weight, and dependence on surface power. Both were considered feasible, but either would be expensive and risky.

Choice of a preferred concept would require full definition of the mission. As it turned out, at least in the white world, there was no mission.
 
I think a hydrocopter will be quadcopter design, less problem as with one large rotor
for buoyancy either trim-tanks like Submarine or use the four rotors to keep Hydrocopter active underwater

Purpose ?
mostly leisure activities, flying and diving around in same vehicle is fun...
... until a Ukrainian find out how to turn Hydrocopter into hellish weapon against there enemies.

There's safety advantages to a manned submersible that is naturally buoyant and is forcibly held under water by thrust/lift.

Lose thrust, you pop back up to the surface.

This is civilian-side stuff, mind you.

Military or spooky things, I think I'd want a helo-sub with ballast tanks that would be submerged until the rotors pulled it out of the water.
 
I wouldn't think drones could enter water at speed---maybe surrounded by a globe?
