Because at that Times nobody was sure that Harrier would work. This explains also the various Balzac, MiG 27 VTOL, etc.

like G.91 Gina combat aircraft or the G.222 cargo plane, what even the USAF bought.
They build the Italian F-104G

in 1969 Fiat and Finmeccanica put there Aviation division together as new Company Aeritalia
today it's part of Leonardo S.p.A.

Furthemore FIAT aviazione division has a long heritage, starting in WWI and continuing during WWII with the G.55 as one of the best fighter ever built in Italy and in line with its countemporary.
