From L+K 24/1978,

I found those two Models to F-15 & F-16 with pads,as the google translate.

In the US Air Force Development Center, tests are being carried out on the impact of feathering pads on F-15 and F-16 fighter models. After wind tunnel testing, it is decided which type will be modified and intended for practical flight tests planned in 1980. While F-16 has additional pads on the bow, above the air inlet of the engine, the F-15s are positioned vertically below the inlets

Its pretty obvious it is talking about the additional control surfaces - the canards on the F-16 and the vertically mounted control surfaces on the F-15.

For the F-15, yes. That was MD's entry to the AFTI program. It was to modify an F-15 with movable wingtips and forward mounted fins for direct lift and sideforce, similar to MD-265 project. The F-16 AFTI won that part of the program.

The F-15 reminds me of the Vectored Lift Fighter demonstrator proposal - the fairings on the wing for the actuators to move the outboard section are a giveaway.

Enjoy the Day! Mark
