Hi,

Convair has studied the possibilities of developing an aircraft
combining the features of the usual seaplane and aircraft on an
air cushion.The craft on an air cushion (Fi.22) is equipped with
fans mounted in a wing of relatively small aspect ratio and with
peripheral jets.

Not at all! The PD-104 is an all-wing design, while the SVP has a fuselage. Also the PD-104 has air intakes in the fore end of the wing.
 
From Air Pictorial 9/1957,

a strange aircraft Project was intended by Convair as a three piston engined ASW airplane,
maybe related to this class,I can't ID it,even from two books about Convair Advanced
designs,who can help ?.
