I found this story in a Blog, so no guarantee this is the truth !
the story in Short
According to a so called "CIA document"
the Japanese military try to develop a weapon of “godlike” power
in response to the North Korea missile launch in august 1998.
this called Saishu Heiki or “Ultimate Weapon Development Project”, short UWDP
but the details of the weapon’s basic principles have been deleted from the CIA document.
