A hangover from the Restoration era, I believe. Among other things it was meant to emphasise the supremacy of Parliament's will over that of the will of the Sovereign.
UK could claim to have been first (in modern era) with a Navy (Henry VIII) and Air Force (4/1918) but not with an Army. Same logic that UK postage stamps do not say Britsh Mail - first, again, 1841.
