There's only so many aerial targets you can use, any other role would involve too much development time to be competitive with the CCAs.

Not cost effective. At most, the F-16 fleet might be converted to additional QF-16s, since that is already n established process with no dev work and additionally here are modified F-16s adapted for the skyborg program. But by and large building a new, smaller aircraft is probably cheaper and easier for most roles.
