One of the occasional interesting discoveries using the Freedom of Information Act by the UFO community - a 1960's project called "Harness-Cavalier" which looked at the possibility fo ball lightning as a weapon.
The high point seems to have been this "Study Of Kugelblitz Theories for Electromagnetic Incendiaries" dated 1965:

- which concludes that it might be possible to create high-energy ball lightning and direct it towards a target, and (of course!) recommends much more research.
While it's an amusing idea that balls of light whizzing around in the sky might be USAF ball lightning, there doesn't seem to be much sign that this was taken any further. And scientists are still arguing about what ball lightning is really...
