B-24 with V-1710s

Found this in a PDF on enginehistory.com. But there is no information on this B-24 besides these two drawings of the V-1710 installation The first drawing appears to be wartime but I am unsure on the second - which is paired with a near identical drawing of a normal B-24.

Now the question is who made this proposal, Allison or Consolidated? Does anyone recognize the artist name?

Considering the fact that the artist and style are the same as the illustration of the P-39 "3420" you posted in another topic, it is highly probable that the two emanated from Allison, and that this was their inhouse illustrator at the time.
