Delivery in record time (largely thanks to German insistence on buying it as-is), no reports of programmatic failures and cost overruns.
An extra $1 billion doesn't magically emerge.

I'm assuming the extra went into the Arrow 4 which Germany requested.

If you're buying literally as-is, delivery can happen a lot faster.

Israeli MoD via social media channels reports that the Israeli government has approved its plan for an additional significant increase of Arrow interceptor production volume

It reports that emergency measures were put in place to increase production during the 12 Day War (2025 June), and now comes an additional increase.

Greece is one of several nations racing to develop a sprawling air defense “shield,” from America’s Golden Dome to Turkey’s Steel Dome, meant to defend against growing threats from missiles, rockets and, especially, one-way drones. Most designs are generally based on Israel’s vaunted air defense system sometimes referred to as Iron Dome. (The Iron Dome platform is actually the lowest tier in a three-tiered air defense system, with the Arrow and David’s Sling making up the top and middle tiers, respectively.)

The United States and Israel claim they conducted a "successful" test of the jointly developed Arrow upper-tier missile defense system, capping a year where the program aimed to wrap Block 5.1 development, advance Block 6.0 to critical design review and initiate engineering and manufacturing development for Arrow 4 production. In an Aug. 6 statement , MDA said it participated with the Israel Missile Defense Organization in a “planned test” of Israel’s Arrow Weapon System

Edit: the interrest was already announced last year and considering Israels speed this would create a credible defense capability together with Arrow 3.
