An extra $1 billion doesn't magically emerge.

I'm assuming the extra went into the Arrow 4 which Germany requested.

If you're buying literally as-is, delivery can happen a lot faster.

Israeli MoD via social media channels reports that the Israeli government has approved its plan for an additional significant increase of Arrow interceptor production volume

It reports that emergency measures were put in place to increase production during the 12 Day War (2025 June), and now comes an additional increase.
