In the book The Kaiser and His Court based on the diaries of the German admiral G.A. von Muller, page is a visit to Libau [Liepaja, Latvia] by the German emperor on 15 December 1915 described. "A very cold trip round the harbors in a captured Russian icebreaker. His Majesty was angry because the type of large destroyer lying in Libau harbor, originally intended for the Argentine (with 4" guns), is not being built at once. Prince Henry had shown an interest in them noo purpose. The State-Secretary had fallen down on this completely. He continued in the same vein..."Which destroyer type was that. The 30 knots destroyers built by Krupp and Schichau for account of Argentina were delivered. Did the German Imperial Navy built destroyers on base of the Argentine design which were armed with 4" guns and why at Libau which was part of the Russian Empire until captured by Germany on 8 April 1915.
 
There were four destroyers ordered by Argentina pre-war and completed as large torpedo boats for German Navy, but by December 1915, all of them were finished. None of them have anything to do with Libau. In December 1915 they IRRC weren't even on Baltic. Most likely there is some mistake in the book.
 
The previous colleague is mistaken. After completion, all four destroyers of this class were assigned to the 2nd Flotilla, which was stationed in the Baltic Sea from February to December 1915, based, among other places, in the port of Libau. So that's where the Kaiser saw these ships. During this period, the Germans replaced the torpedo tubes on all four ships.

My bad, than. I thought they were in Kiel. Thank you for correction.
 
My source Bernard & Graefe Verlag, Munchen, De, 1983. . However, I just quickly looked through it again and found some contradictions. Perhaps these destroyers weren't in the Baltic for the entire period I mentioned.
 
Harald Fock. Schwarze Gesellen. Band 2 Zerstorer bis 1914 page 200 supplies more details. Argentina ordered from Laird 4-30 knots destroyers, the contract was cancelled and the boats sold in December 1912 to Greece. To comepnsate this ordered Argentina in April 1913 by the Germaniawerft, Kiel another 4 1,250 ton destroyers, which were seized by the German navy on 6 August 1914 and became the torpedo boats G101-104. This confirmed by Erich Groner. Armament 4 guns. I forgot that I had Fock in my own library. So the Emperor must haven seen on of these destroyers annex torpedo boats
