The final blueprint that goes to the makers integrates weapons and their munitions, fire control, crew spaces, protection and propulsion in a unified, interlocking package, and arises from an iterative design process that takes user specifications into account. In what significant way does a battleship differ from something like TSR.2 in this regard?

To me, the weapon system concept was just another way of describing what military naval architects and constructors had been wrestling with since at least the early 1920s.
