As if Ukraine and/or NATO would not just hit every single Russian refinery more or less simultaneously.IMO Oreshnik is a threat to European (and Japanese, South Korean) oil refineries.
You cannot wage war for long if your oil refineries got busted. The Russians know that we can easily bust theirs, so they need a conventional deterrent to that happening.
The effects on impact and the CEP easily suffice for this purpose IF the missile works and doesn't fail technically.
Refineries are out 2-3 months when they burn in peacetime.I don't think it can put refinery out of operation for long.
Plenty long enough to force someone to the negotiation table and likely to surrender.
