The description in the AS-24 thread is that it makes the missile think it is suddenly in Lima, Peru which forces a sharp U-turn and then breaks up due to G-forces at Mach 6+

That's clever, especially if this is done before the warhead arms so there's no explosion on impact.

Spoiler: It's the Russians. (Cosmos 2546 and its constellation, most likely testing a capability, or quite implausibly communicating in the same band as GNSS)

Would not a Molniya orbit put Cosmos 2546 at a higher altitude then the GNSS constellations it was jamming? If so, the power requirements to produce a couple of orders of magnitude more noise at sea level must be pretty intense. I wonder if the Norwegians are correct and it is a burst transmission system. That seems to fit better with the routine use the system seems to get. If it was intended as an ECM system, why constantly test it to reveal it capabilities and give away its carrier platform?

Moscow is a major industrial center on top of being an economic, political, and population center.

A much better argument could be made for the AD coverage of Valdai being far more frivolous.
 

New Space Force EW Unit Pairs Multiple Weapon Systems in a First​

The squadron, which will actually have personnel distributed across five locations, will operate both the new Meadowlands system and the Bounty Hunter weapon. Meadowlands is a mobile, ground-based space electronic warfare system made by L3Harris Technologies that can temporarily detect, identify, deny, disrupt and degrade adversary satellite communications and radars. Bounty Hunter is a kind of listening post and defensive EW system used to detect, characterize, geolocate, and report electromagnetic interference and signal jamming that aims to strike U.S. and allied satellite communications.
 
Jamming pLEO systems is probably only something that can be accomplished over wide areas using pLEO systems.

I expect only the U.S. and China can even aspire to that level right now.
