Is there anything to indicate that this plane would have a lower RCS than the RQ-180?
 
There’s barely anything to indicate it exists; not sure how comparisons could be drawn.
Pretty sure that you cannot. After all, physical size of airframe has very little to do with RCS size. Even more to the point, airframe shape is such a strong determinant of RCS size that there are admitted examples of a 2ft wide airframe 13ft long with an RCS the size of a B-52, and 150ft wingspan birds with the RCS of a golf ball or less.
