It would be better to stagger the helicopter purchases, even if that meant retiring some ~5-10 years early (and some ~5-10 years late).
Buy a pile of H-1s (and OH-58s) in the late 1960s/early 1970s. Let's say 1970 for simplicity. Let's say that the Hueys fly the most hours per year, so you retire them around 1985 instead of 1990. Cobras get replaced around 1990. Stretch the OH-58s till 1995.
