Ironically, the some of the roots to this mess can be traced all the way back to the disbanding of the USAF Aerospace Defense Command during the Carter Administration. Some of ADC's functions and responsibilities were transferred to the FAA. It went about as well as you would expect. In other words, badly.

"These controllers are not FAA employees," the agency said in a statement.

Near-collision between B-52 and SkyWest jet was caught on camera

Looked at a few stories some news outlets had uploaded to their YouTubes & it was interesting to see some comments by people who insisted it was not actually a near-collision, apparently because the planes did not get as close to each other as automobiles which have a near-collision.
