I wouldn't call TE.2 a "development". My understanding is that they were apparently developed at exactly the same time, the single-seat trainer and two-seat school version of the same basic Tellier design.

Not necessarily. The words "trainer" and "school" are not restricted to military types. I understand that single-seaters were often called "entraînement" types, while two-seaters were called "school" types. Once you had been schooled in a two-seater, you could practice on a single-seater.

Whether related or not, Descamps was simply the pilot here. The article clearly says:
"Descamps flies on behalf of Albert-Duhamel, the builders"

Later in the article, we can read:
"It takes 40 hp to hold up well in the air, have excess power and victoriously struggle against the wind", declares Duhamel, the creator of the Albert monoplane.

The aircraft is not a "little-known project or prototype" AT ALL! It is quite simply an Albert TE.1; registred F-AIDB, it was the N° 2 aircraft, and the first produced under Albert's name (F-AHDY, the N° 1 aircraft, came out as a Tellier-Vaslin aircraft before becoming an Albert retroactively).
