The fact that counter-terrorism police are involved implies that they have valid reason to think there is a case to be made.Too easy to blame Russia and stop thinking about it. Consider others.

The bombs were sent, the Lithuanians and Poles have rolled up the network of petty criminals involved as useful idiots and they have their communications back to their controllers in Russia. And it all fits within a wider pattern of known Russian operations. What more proof could you reasonably ask for?not convinced
Have the french handle it. They kill everyone in the espionage games.
Classic Soviet / East Bloc spy tradecraft. On the other hand, playing devil's advocate, if someone wanted to make Russia look guilty as hell, it would be an ideal way to do so.they discovered a further cache of explosives, buried in food cans at a cemetery.

The big problem is that HUMINT is actually NATO's weakest link, as it invested far more into Cyberwar and SIGINT. Russia not only inherited Soviet HUMINT, but also expanded it to the point that they can effectively 'hack' people via memetics. The response to this has been incredibly weak....blocking Russian passport holders from Schengen, UK and other European states should have been on the cards...doesn't matter if they used proxies recruited via Telegram etc.
My money is on option one. Russia under putin doesn't need any outside help to make themselves look dictatorial, because they already are.Classic Soviet / East Bloc spy tradecraft.
