There's basically no information other than what can be gleaned from the model, sadly. The paragraph that goes with this drawing in Sokolov's "Alternativa" reads as follows (translation via google):

In order to test the whole variety of new equipment and train cadets on it and retrain officers, an experimental and training ship of Project 13040 with a displacement of 6,000 tons was developed and prepared for construction. The most valuable thing is that it had almost the entire range of weapons. The development was carried out by the Northern Design Bureau in 1985-1986. The same Design Bureau simultaneously (1985-1986) developed a patrol and rescue vessel of Project 10590 ice class for work in the northern seas and the Far East. The need for such a vessel was acutely felt. Ships of this class were not built for a very long time, practically since 1952, with the exception of small "border guards" of Project 745.

The model shows an AK-176, a pair of AK-630 (with the fire control radar on the foremast), two quad 533 mm torpedo tubes amidships, and an aft SA-N-4 (Osa-M). Shipbucket artist Hood estimated it to be 140 m overall, and given that it looks a little shorter than the 6,000 ton Project 13040, I'd guess... 4,500-5000 tons? That's about as far as we can get with that.
 
And probably we can estimate the beam of from the top view. I have thought a MLU program for the Pr.10590, but this is speculation.

Very interesting ship, how many did USSR planned to built?
