Which airborne jammers can jam VHF radars?

Colleagues, can you list airborne jammers by nomenclature and possibly with basic specs, both historic and contemporary, which can jam Soviet/Russian/CIS VHF radars like the P-18 (Spoon Rest), P-14 / 5N84A Oborona (Tall King), Nebo M / SV / SVU (Box Spring), Vostok E, Rezonans N / NE, etc?

and if we also count frying all electronic as jamming then CHAMP (HPM payload on JASSM-ER) can jam low frequency radar

It isn't clear CHAMP is in production. The AGM-158 was identified as the future carrier but there isn't a known program of record to miniaturize the AGM-86 payload into that smaller missile. That doesn't mean it doesn't exist in some form, particularly since conventional AGM-86s has been withdrawn from service.
