I understand that it is an article in czech language. With Google translation, the title is :
New Strategies of American Space in the 1970s and 1980s?
and under the drawing Google translation gives :
The shuttle is supposed to replenish the space cosmic tractor, as shown in the figure
and under the article Google translation gives :
Space tractor, used for flight on Earth's ????? ????? ones (left), and landing on the Moon (right) [there is another drawing in the article ?]
The complete article is too long to translate with Google, and the end of the article is lacking, but I suppose that it's maybe an american study (from NASA ?) concerning projects for the 70s and 80s.
In 1970, Czechoslovakia was an ally of Soviet Union. There is maybe propaganda in this article.
