The article describes a compound helicopter project by a man named Stanley Bachwansky. It’s referred to as the Turbodyne 740. The helicopter had contra-rotating coaxial rotors (similar to what is known in Kamov projects) as well as a pusher propeller in its tail.
Two Allison 250-C18 engines (330 hp each) would ensure a speed of 740 kph (!).

That sounds wildly optimistic.

Well if you take the rotors off, point it at the ground and go full pitch on the pusher prop ... maybe(?) :cool:
