Since ONERA used the term "avion d’affaires", I don't think there was a defence-related angle to TGA.

The TGA (Très Grand Allongement) was a research project by IMFL, DERA, and Dassault Aviation. TGA seems to have been defined by its IMFL-developed trois éléments - hence the similarity to the differently-arranged, 3-surfaced Falcon in hesham's link.

Just for clarity, beside Dassault Aviation, the players were:

IMFL: The Lille Institute of Fluid Mechanics (Institut de mécanique des fluides de Lille); and

DERAT: The Department of Aerothermodynamics Studies and Research (Département d’Étude et de Recherches en Aérothermodynamique.

The latter falls under CERT - the Toulouse Study and Research Center (Centre d'Études et de Recherches de Toulouse).

I believe that allongement in French in this context would refer to wing aspect ratio in English.
