What is being examined here?

Any ideas? Laser designator? Rangefinder? Stabilised vision system? It's obvious who it is but what it isn't, nor what it is mounted on.

I wonder what it's mounted on, too. At first I thought some kind of infiltration/fast attack craft, which would be plausible given the camo, but now I'm not so sure. See the the photo to understand why. It looks kind of like some sort of armored vehicle, similar in roof configuration to the MBRL armed M-1992 BRDM, but without cabin windows and stuff... So, boat, new armored vehicle, or what?

I think they are referring to a similarity with the Chinese tank's defensive suite. Personally, I think it's more like an optronics package, with day/night cameras and laser rangefinder.
