Volonaut's webpage is very sparse. Dynamics seem somewhat similar to Williams' X-Jet/Wasp "flying pulpit" so this sorta thing is demonstrably doable and has been for quite a while. Minimalist design aligns with relying on humans' own reflexes, balance and proprioception for control. Rationale, economics, optimization, liabilities to be considered separately.

 
The X-Jet looks like a lectern…perfect for a political villain to escape a press conference on the way to the zeppelin/hide-out.

As for the contraption in the Robb Report?

It runs on jet turbines that crank out around 118–123 dB(A) at just 3 m. That’s literally ambulance siren / jackhammer territory, well past the threshold where unprotected ears start taking damage in seconds. Move twice as far away and you’re still looking at ~112 dB, even at 100 m it’s roughly as loud as a lawnmower.Now picture firing that up in a backyard, parking lot, or urban street. Every neighbor within a couple of blocks would hear it  and hate you for it. Local noise regs for model airfields often cap engines at 96 dB(A) in ideal test conditions, this thing blows past that by 20 dB, which is roughly four times the perceived loudness. Ear splitting roar aside, you’d also be blasting hot exhaust downward (remember, turbines produce thrust by flinging a jet of 600 °C gas)


Plus judging by the editing of the clip, like the thing that looks like a flying cheese grater, I suspect that the TRL is 'Er, we've got some things to work out yet... but trust us!'
