I believe Germany’s original plan was to replace the 6 active pre-dreadnoughts permitted under Versailles on a one to one basis with 6 new Panzerschiffe. The first three were built as planned, But the last three were abandoned and the armament ordered for them were diverted to Scharnhorst and Gneisenau. Since the 11” guns on Scharnhorst and Gneisenau were longer and more powerful, and the turrets larger, than the ones shipped by the three completed panzerschiffe, I am guessing panzerschiffe 4-6 they were originally intended for would also have to have been appreciably different from 1-3 to ship them.
