Two Strange Airplane Concepts ?

can anyone explain to me,what was those two airplane Concepts ?,I can't
understand them ?.

There's no explanation in the text but the top views seem to show a notional training device by someone named De Rossi. It shows a flying boat component tethered to an actual boat ... presumably to train seaplane crews in take-off and landing procedures.
